Consistent Playback Delay for HTTPS Network Streams
Whenever I play an HTTPS network stream the playback is consistently delayed by about 1 minute.
I tried this with both my Ubuntu machine with preferences reset (using VLC 3.0.4) and a Windows 10 machine (using VLC 3.0.5) and the result is the same.
I also played the same network stream using the latest SMPlayer and it worked flawlessly (without the delay on both Ubuntu and Windows).
Operating System: Ubuntu 18.04.1 LTS.
VLC Version: 3.0.4.
Hardware: don't think it would be relevant here and will provide it if need be.

Reproducability: Every single time (there doesn't seem to be any special scenario for this).
