Contrib libdca broken

Difficult to tell whether it's a problem with the contrib or some more serious bug. I personnaly have no sample to test with.

added Component::Decoders Severity::normal Type::bug labels

changed milestone to %0.8.6

A dll from an older vlc was used, which is no longer compatible.

libdca tested on Mac Intel:
DTS wav: works
DTS raw: works
DTS DVD:works

I have not yet tested DTS device output, since i don't have a receiver atm that can handle it. Still i consider this to be working. The next win build will have an updated libdca module, as did the previous 0.8.6-test1 build
