When caching is X, the last X ms are never played nor streamed

that's true, at least for file-caching

the only use of "file-caching" is at modules/access/file.c:373 (rev 21324)

Its a 'simple' issue: when playing from file, if your caching value is set to '300ms' (default) then when the input reaches EOF, VLC stops playback immediately - (verified by watching the msg window). It does NOT wait for the cache to empty. This is STILL the case, in VLC 1.1.9. So If you set the preferences/all/input codecs/access modules/file/caching value = 0...then it will play perfectly (no cache to drop). But its still a bug, you MUST play out the cache.
