2.0.2 regression: DVB-S doesn't work on Windows

    Since version 2.0.2 DVB-S doesn't work. In 2.0.1 it works fine. The error log says: 'The selected digital tuner does not support the specified parameters. Please check the preferences.' I use the 64bit edition of VLC (the error also appears on the 32bit edition) on Windows 7. The latest nightly build has still the same problem. TV-card: tevii S464

    To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information

      When I try to play TV the following error appears:

      Digital broadcasting:

      The selected digital tuner does not support the specified parameters.

      Please check the preferences.

      Your input can't be opened:

      VLC is unable to open the MRL 'dvb-s://frequency=11836000000:srate=27500000'. Check the log for details.

      In the message-window it says:

      dtv error: tuning to 11836000000 Hz failed

      main error: open of `dvb-s://frequency=11836000000:srate=27500000' failed

      maybe is important to note that GraphEdit can't connect Antenna Out of Microsoft DVBS Network Provider(Deprecated!) to tuner, but it can connect Microsoft Network Provider.

      Meanwhile I have another TV-Card (TBS 6922) and I use Windows 8.1. Still the same problem with v2.1.3! On Ubuntu it works fine for me.

      I might add that in xp, it appears, only DVBS Network Provider is available in GraphEdit(which won't connect)

      It is recommended that an application attempt to use the universal “Microsoft Network Provider” component, and only use the [deprecated] “Microsoft X Network Provider” components if the universal component fails to instantiate.

      so, for start, in bdagraph.cpp under DVB-C section

      maybe on all systems first call new universal SetDVB?

      Now using Win10. Still the same error on 3.0.0 RC1. I checked again with 2.0.1 and there it still works fine.
