There was no rationale.

Also adding cookies bring a lot of security considerations that I would happily live without. And there is no known use case.

HTTP cookies are a well-known can of worms with regards to security. VLC cannot implement cookies, Javascript and friends, because we do not want to have to deal with cross-site scripting, cookies stealing and what-not.
