There are no plans to add that either, as libshout is actually intended for streaming to Icecast, after Icecast became a thing. The name of the library just was never changed.
If Shoutcast DNAS2 support is wanted, a new sout module has to be written for that, for VLC. Though I would argue the usecase is very limited, VLC is not really a good source client, given that sout restarts for every item. So it is mostly useful for endless items like live inputs, but for this already other and better suited clients exist.
IIRC DNAS 2 is a quite complex thing, if anyone want to implement, sure. So maybe change to feature paradise and un-assign me (I have no desire to deal with the "fun" that DNAS 2 is)
If anyone wants to, the protocol details are documented in the SHOUTcast wiki, here.
