xspf playlist: if "location" element for a track has relative path, it cannot include "%20"
The following seems to be a regression from "vlc-1.0.0-rc2-win32.exe" to "vlc-1.0.0-rc4-20090620-0005-win32.exe".
The "location" element for a track in an xspf playlist can no longer be just a file name, if it contains "%0.9.x maintenance" (i.e. a url encoded space), but must include the absolute path. Otherwise this error message is issued:
File reading failed: VLC could not open the file "foo%20bar.ogg". Your input can't be opened: VLC is unable to open the MRL 'foo%20bar.ogg'. Check the log for details.
This should work according to "http://www.xspf.org/xspf-v1.html#rfc.section.6.2", and did work with rc2.
