On Windows, XSPF playlist contains (url encoded) backslashes

When VLC creates an XSPF playlist, location elements like this are created:
''' file://D%3A%5Cballads%5CWaterfront.ogg '''
that is, with url encoded backslashs ("%5C"). However, an URI may never contain backslashes, whether url encoded or not.
