Black screen with audio when streaming x265 (HEVC) via Chromecast on Windows

When streaming x265 .mkv (HEVC) on Chromecast via Windows 7, it casts a black screen, although audio plays through the TV, but not video.

When playing the same file in VLC on the computer normally, the video plays. Therefore this is a bug with streaming to Chromecast, probably a transcoding bug.

VLC Versions: 3.0.9 Release, 3.0.10 Release, 3.0.10 Nightly (2020-05-09 vlc-3.0.10-win64-fc941df9) Windows 7 x64
