Chapters not recognized in a merged mkv file

I use MKVToolNix GUI 30.1.0 for Windows 64 bit to concatenate a bunch of files into a single .mkv file. In the "multiplexer" -> Output -> Chapters tab, in the "Generating chapter" I selected "One chapter for each appended file".

However in the resulting .mkv file, VLC 3.0.6 does not recognize the chapter. The first video is played automatically, and Playback -> Chapter is greyed out

There is one chapter with 4 video tracks and 4 audio tracks. Every other players tell the same thing.

It seems to be related to MKVToolNix GUI 30.1.0 for Windows 64.

I tried to reproduce this. Merged two mkv files with MKVToolNix-gui latest build on linux (with the option "one chapter for each appended file"). I found that latest vlc correctly detects two chapters and I am able to jump to them from playback menu. I also extracted chapters using mkvextract and found that the attached file has only one chapter. Hence, vlc is working as it should.

The issue could have been that the user did not use the "append" functionality and instead used "add" on MKVToolNix-gui. Maybe that's why new chapters were not generated.
