No global hot keys in vlc 3.0.6 for mac

I have a Macbook, and the latest VLC. But the option to set a GLOBAL HOTKEY for start/stop for example while working in another program is missing. I have the Swedish VLC if that makes any difference.

VLC already supports the media keys on top of your keyboard (play / pause / etc). Why do you need additional keys?

This feature was, as i understood there before, but not in this version. The ability to construct hot keys in global mode, and not only while VLC is the active window. I need this for working with transcription, where certain hot keys is recommended by my work. Not only to start/stop, but to rewind or skip forward 5 seconds. If i would have to teach it to someone who uses PC, it would be preferable to have the same hot keys. It would be interesting to know if this is a bug, or if VLC has taken away this feature by purpose.

On which version was it working, and how?

..you will see that there is three columns: Action, Hot key and Global. On my version, the global column is missing. I only have Action and Hot key.

What version this is i don't know, but here VLC describes how to use this function, and it says nothing about that it shouldn't be possible on a mac:

This is a windows tutorial. As far as I know, we never supported this on the mac.

So how to skip forward or backwards 5 seconds in global mode on a mac? Not possible?

We cannot do global hotkeys on macOS (anymore) because access to the needed API is restricted. This feature case will be covered by the remote control implementation for the Touch Bar on MacBooks and through the global system integration.

I am also having the same problem: wanting configurable global hotkeys for transcription on macOS. My hardware is older: a 2015 macbook air with no touch bar. It looks like you're planning to implement global hotkeys for macos for touch bar in VLC 4.0. I see that 4.0 is now in beta. Does the current beta support global hotkeys for my hardware?
