Skips to 0:18 of a specific FLAC file

I have uploaded to http://dump.betacantrips.com/test-case.flac a FLAC file I produced by ripping a CD using Sound Juicer. Playing it in VLC behaves oddly -- it skips ahead to approximately the 0:18 mark. (It also doesn't work in GStreamer; see https://bugzilla.gnome.org/show_bug.cgi?id=794165.) It plays correctly in Firefox.

I am using Fedora 27 and VLC version is 3.0.0 Vetinari. The CD was ripped (twice, with the same output) on a ZaReason Ultralap laptop with an external CD drive and is being played on a Thinkpad X1 Carbon.
