We used to pause automatically, and never resume automatically (because I personally thought that automatic resumption was potentially annoying). I was voted down and now VLC resumes automatically just like basically everything else.
The player only knows that is being inhibited or de-inhibited. And even then, there are infinitely many non-trivial cases, such that if the player was interacted with during the call.
I can attest that this is now happening to me as well, but only after upgrading from 2.2.4 to 3.0.3
When a call starts ringing from Skype for Business then VLC will pause media, and once it's no longer ringing (or after I hang up, assuming I took the call) it will resume playback. The trouble is that it'll resume playback even if it was paused when the call came in.
I don't interact with VLC during calls, and I have confirmed that it's not caused by hardware (eg: my Bluetooth headphones that I use for both music and calls) either.

We are also experiencing the same issue, on VLC 3.0.3. Even if the file is paused in VLC before an incoming call (Skype for Business), after the call has ended it will resume playing in VLC. Also, if you get the notification of a phone call but don't answer it, it still resumes playing once the notification has ceased.

I don't know when I first started noticing this same problem but most likely after the upgrade to 3.0.3
I just tested it and VLC player will begin playing immediately after SKYPE is ended IF and only IF the player was playing or paused prior to the call. If it was stopped, then no playing of VLC content occurs. I had started muting VLC player to at least prevent the playback from going to audio but now that I know that it must be STOPPED I will do this instead. However, if VLC is paused by the user prior to accepting a SKYPE call, it should not automatically resume once that call is complete. That may not be possible as there may not be a way to differentiate between a user placing the player in pause or the pause happening via a software detection of a SKYPE session being opened.
