Dolby Vision HDR support

It would be great to support Dolby Vision HDR. fourCC code dvh1.

3+ years later there are way more Dolby Vision hardwares and contents. I and many others are eagerly awaiting this feature to be added to VLC.

its now again ~ 8 weeks and nothing changed in the status.... i would really like to see these feature latest in the version 4. Last year makemkv also started to support DV videos inside mkv files. At the moment there is no software player at the market who can play Dolby Vision files with correct color output. It would already a huge help if the displayed color would not be messed up because it don't support DV. After searching a few hours, I know now that only the nvidia shield is supporting dolby vision at the moment (when you dont have a dedicated hardware player) also the enduser have to buy a nvidia shield if he want to play his DV files or he cant play them what is really sad. It would help the complete community so mutch if you could implement DV because it arrives more and more to at the enduser.

added Component::Decoders Type::feature labels

Support for Profile 5 was added in libplacebo. MMR too, no MLQ or dyn. metadata.

Now works in mpv perfectly.
