When playing back a *.ts file (a file made of a transport stream), the VLC Android Player cannot move fast forward and cannot move fast rewind. Also the playback progress indicator is stuck at the most left Position. It seems VLC is thinking mistakenly it would be a real Transport stream, however in fact it is a stored file, which should be searchable with fast Forward or fast rewind. I hope this Explanation is ok for you.

I tested with VLC 2.1.1 beta. Same Problem. No success. Bug is still there. The *.ts file I have was created with DVBlogic using TV record function. Let me know if you Need a *.ts file.

Are you able to reproduce the bug on VLC Android ?
Ok. I did some more troubleshooting and it seems it is not that easy to reproduce. Here is some new important information: It seems the bug only appears if you playback the file via a local network (Lokales Netzwerk). If I playback the ts file via device's folders (Verzeichnisse), the the bug does not occur. I tested local network playback using SMB and UPNP (DLNA), bug IS there. I tested playback from device's folders, bug is NOT there. To reproduce 100%, you need to close VLC Android player, and re-open it. Then go to the local network sources, connect using UPNP (DLNA) or SMB, open the *.ts file from there, then you should be able to reproduce.
I can see sometimes it is more difficult to reproduce, than to fix a bug.

Even more information: The bug is NOT present if using VLC Windows player (tested with SMB connection). The bug is not present if using Samsung Smart TV player (tested with UPNP connection protocol). The bug is not present if using MX Player Android (tested with UPNP connection). So , it seems the bug is inside VLC Android Player. If I can help in any case, please let me know.
I tested the vlc-3.0.0-20170313-0506-git-win64.exe for WINDOWS. I'm using Windows 7 Home Premium 64 bit. I tested playback using three Scenarios
1.) Playback ts file from PC's harddisc using File Open
2.) Playback ts file from the Network Drive NAS using File Open
3.) Playback ts file from the Network Drive NAS using Local Network UPNP Universal Plug n Play
These are the results
1.) PC's harddisc using "File" "Open" is PERFECT. OK
2.) the Network Drive NAS using "File" "Open" is PERFECT. OK
3.) the Network Drive NAS using "Local Network" "UPNP Universal Plug n Play" is a bit CRAZY. The VLC does not "see" the end of the file, so the playback indicator's Position is corrupt. The estimate file's "end time" is corrupt too, it is the same as the actual time. Fast rewind breaks the VLC Player and it Closes immediatly itself. Fast Forward is ok. Once VLC reaches the "end" of the ts file, it recognizes the file's "end time" and from then on, the displayed times seem getting ok. However fast rewind still breaks the Player.
For WINDOWS I used vlc-3.0.0-20170313-0506-git-win64.exe.
For ANDROID I used VLC 2.1.1.
VLC Windows Player + TS File from Network + File Open = PERFECT.
VLC Windows Player + TS File from Network + UPNP = crazy, hard for VLC to detect beginning and the end of the file.
VLC Windows Player + non-TS File from Network + UPNP = PERFECT
VLC Android Player + TS File from Network + SMB = unable to search fforward and frewind, playback Position indicator is stuck at most left position

In summary, to me, it seems the combination VLC PLayer + TS file + from local Network via UPNP is most critical. In Android, you cannot search the file. In Windows, the beginning and the end of the file are not well detected.
Please note I am not that familiar with technical stuff. I hope these explanations help you to reproduce.

This bug is alive and well 7 years later.
I can not seek in a .ts file over SMB.
I am trying to watch a .ts file from BluRay from my PC but streamed from my Nvidia Shield. I can't seek. @jbk
