The same byte sequence will decode as "ÁôæÂ" in Latin-1, as "留媛" in GB18030. This is arguably Unicode, btu definitely not UTF-8...

I'm not sure if that is really only for iOS, tbh.

I can't figure a scenario where 百度云 would display as ÁôæÂ...
I should note that the FTP plugin already has support for Unicode and UTF-8. I think the issue is either with the VLC meta parser, the VLC iOS code, the meta encoding (not VLC) or the server side (again not VLC)...
