Tearing in video

While using Intel HD 4600 (8086:0416) on Linux, video playback is exhibiting some tearing. Intel driver devs are saying that it's VLC's fault, see bug https://bugs.freedesktop.org/show_bug.cgi?id=85983

The application cannot do vertical sync. That´s something between the compositor or display manager and the display driver.

Without further infos, I have to assume the problem is not the player.
