tvrage.lua's network discovery cannot be prohibited via settings
tvrage.lua (lib/vlc/lua/meta/fetcher/tvrage.luac in my distro) dares using the network without my allowance. This should be configurable, all network interactions (e.g. for fetching metas etc.) have to be tunable by the end-user, and their default should be all-off.
This is VLC 2.1.5 on Linux 3.16.1-1-ARCH x86_64 (installed via arch's pacman). Hardware doesn't matter I suppose.
I couldn't find any preference retaining to toggling tvrage's activity, inspection of tvrage.lua source does not make me suspect it gives any damn about user preferences.
