Wrong "bits per sample" number is displayed for PCM files with 24-bits-per-sample resolution. It, obviously, should be 24, yet it's displayed as 32. Yet if you look at the "codec" field, it clearly shows 24-bit resolution.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information

I too have observed the behavior reported on this ticket.
I have some sample high resolution PCM files downloaded from HDtracks and other sources, both 96k sample/sec and 192k sample/sec. Both have 24 bits/sample. Yet VLC player reports them as 32 bits/sample.
When playing other PCM files, VLC reports 16 bit (or even 8 bit for some crummy sound-effect wave files). So I guess the code only misbehaves for 24-bit sources?
I think I have uploaded a screen-grab of VLC codec-display showing 32-bits while playing a 192ksample/sec 24-bit source. (Just to augment the other person who supplied an example of VLC misreporting bit/sample when playing a 96ksample/sec 24-bit source.)
I am running 2.1.2 rincewind version of VLC on Win-8.1 64bit OS.
This is a super mundane bug. (For all I know, maybe its some sort of Windows OS bug??)
VLC is a great player.
