Use libsamplerate
Use libsamplerate for audio resampling in VLC. Reduces code duplication and gives access to few resampling methods in quality vs cpu tradeoff sense.

Done. Unfortunately, the libavcodec resampler seems to support only S16N, while VLC expects FL32. Also it does not explicitly support changing the rate on the fly, so it might sound rather bad.
It may be an option for !HAVE_FPU architectures though.
