Add OS version checks to update and to NSIS installer

Some people have complained that VLC update is offered to setups where it cannot/shouldn't be installed (e.g. 2.0.x to Windows 2000). So request is to add OS version check to update (src\misc\update.c) and to NSIS installer. That way people don't update to versions that aren't supposed to work in their environment.

http://update.videolan.org/vlc/status-win-x86 might also broadcast supported Windows versions.
