Enable Shorten

ffmpeg has a Shorten (SHN) decoder now, but VLC needs to know about it.

This is more complicated, in that we need to feed VLC the raw data to the decoder, but this isn't possible in VLCs design at the moment.

For some reason, avcodec never receives the first part (header) of the shorten file... No idea why not.
