Video window decoration and position override

Is unimplemented in XCB/window (and/or Qt4). Unfortunately, I cannot seem to find any standard for it; it does not seem to be in EWMH nor ICCCM. I guess VLC used a defacto Motif thing.

Wanted to point out that the scope of this also includes window size in Windows operating systems in regards to #6948 (closed) being a duplicate. Window size works for the first item in a playlist but breaks whenever any new item is played with a different resolution.

As noted, there are no known ways to fix this cleanly. Bypassing the window manager is not a viable solution.
