MKV Ordered Chapters

I can see with some forum searching that this has been an issue for quite awhile. Some users are able to fix it with ordered chapters in the Matroska menu, but it still doesn't work for some files. The problem is that partway through the video, it starts over from the beginning with no sound.

I'm setting high priority only because it's an ancient issue, and my VLC is up-to-date.

MKV: Virtual segment rewrite

This should handle better ordered chapters and multi-file mkvs
(with --mkv-preload-local-dir)
