frame doubling while deinterlacing does not work in streaming

The deinterlacing filter does not handle frame doubling. This is especially interesting when transcoding.

Transcode plugin sets deinterlace-module with filter that is not allowed to modify fmt-values. Just by enabling it to modify fmt does not seem to change it, so it needs some other changes too. Didn't look it futher yet.
